The Libyan National Security Council published a ban yesterday (dated 10 September) on Libyan citizens' children enrolling in schools for the foreign community within Libya.
Safeguarding the Libyan identity
The Libyan National Security Council said this comes in fulfilment of the State’s responsibility to protect the youth and safeguard the national, religious, and cultural identity of Libyan society, and to ensure that the children of Libyan citizens receive their education within the national educational system.
Respect for Libyan values
It also comes with reference to the regulations governing foreign community schools in Libya—including the controls regarding curricula, educational programmes, and respect for the Islamic religion, values, customs, traditions, public morals, and national identity.
Accordingly, all foreign community schools and institutions operating within the Libyan State must cease accepting and registering Libyan students and must not renew their registrations. Libyan parents are likewise required to refrain from enrolling their children in these schools.
One-month transition period
Regarding currently registered Libyan students, a one-month transition period—commencing from the date of this circular’s issuance—is granted to complete the procedures for transferring to accredited national schools and educational institutions.
The Ministry of Education shall take the necessary measures to facilitate their transfer and ensure the continuity of their studies without interruption.
All relevant security and administrative authorities are charged—each within its respective jurisdiction—with monitoring the implementation of this circular, ensuring compliance with its provisions, and taking the necessary legal and administrative actions against violators.
