Speaking at the opening of the 5th Arab Conference on Savings and Financial Literacy (2026), organized by the Central Bank of Libya (CBL), CBL Governor Naji Issa, launched several initiatives, including:

- Enhancing financial inclusion in cooperation with the Libya Post Company to expand access to financial services in all regions.‎

‎- Starting work through the "Buna" platform for Arab payments to enhance Arab financial integration and support the movement of cross-border trade and investment.‎

‎On a related matter, he said the project to connect with the CIPS cross-border payment system with China has begun, with a target of moving to the pilot phase in early 2027.‎

‎- Launching the "Cyber 100 Initiative" to qualify 100 young Libyan talents in the field of banking cybersecurity.‎

‎- Launch of the National Track for the Study and Development of Digital Currencies in Libya and Options Related to the Central Bank Digital Currency (CBDC) and Stablecoins.‎

‎- Announcing the "Tripoli of the Arab Alliance for Financial Culture" to establish a regional framework aimed at promoting culture and financial inclusion in the Arab region.‎

On the other hand, reviewing the achievements of the CBL since he became Governor, Issa said he had launched

- A financial inclusion strategy immediately upon assuming management of the bank; this included the launch of digital payments and approvals for the establishment of exchange bureaus and instant payment services.

- Digital transactions in Libya rose from 71 billion dinars in October 2024 to 665 billion in August 2026—an increase of more than tenfold.

- Transfers increased from 155 million to approximately 279 billion dinars, while transactions via banking applications rose from 74 billion to 247 billion dinars.

- Card-based transactions increased from 18 billion to 36 billion dinars, while transactions via digital wallets rose from 109 million to 703 million dinars.

- The launch of the "Instant Salary" (Ratibak Lahzi) project; approximately 1.75 million employees—out of a total of 2.2 million—have registered for it, and the project has contributed to reducing salary disbursement time to less than one hour.

- Transfers executed through the payment system reached approximately 177 billion dollars, reflecting a significant expansion in the use of payment tools and digital financial services.
