The Tripoli based Libyan government reported yesterday that the head of the Executive Team for the PM’s Initiatives and Strategic Projects, Mustafa Al-Mana, along with team members, reviewed the implementation plan for several multi-storey suspended car parks.

This came in implementation of the Prime Minister’s instructions on dealing with traffic jams and congestion in the centre of Tripoli.

The review was held in the presence of the Director of the Follow-up Department at the Prime Minister’s Office, Adel Dhuwaiher, and the Director General of the Tripoli City Development Authority, where the meeting discussed the mechanisms for implementing the proposed parking spaces within the “Return to Life” plan, within the framework of the government’s vision to improve traffic and the Centre of Tripoli Development Project.

The plan aims to create parking spaces based on smart and environmentally friendly systems, which will contribute to reducing congestion and improving traffic flow in the centre of the capital.

The meeting approved the basic designs and sites for the implementation of these parking lots, and the actual work on the project will start next January.

Years of promises to build car parks: 2022
It will be recalled that in 2022, the Municipality of Tripoli Centre invited construction companies to register for the construction of multi-storey car park projects.

The projects were to be put out to tender and only pre-registered construction companies fulfilling the terms and conditions of the process could offer.

The Municipality had said the multi-storey car parks projects aim to reduce parking problems in the centre of the city and the associated traffic jams.

2019
In 2019 Municipality of Tripoli Centre signed an agreement with the National Investment Company to construct a multi-storey car park in the central Dahra district of the capital. The car park would be owned by the State Property Authority.

The mayor of Municipality of Tripoli Centre, Abdelrauf Beitelmal, laid the foundation stone for the project in the same year.

The Municipality had reported that the landmark come after four years of its efforts and attempts to implement a multi-storey car park project in central Tripoli.

The Municipality had said the NIC won the contract after a tender process was conducted by the State Property Authority, the owners of the land. However, the project never broke ground.

It will be recalled that Tripoli has had numerous plans since the Qaddafi era to build several multi-storey car parks, which have failed to materialise.

The only major car park project implemented was the one built underground in the park opposite the Dat Il Imad office complex which was operated by a Maltese company before the 2011 revolution.
