Within the framework of the implementation of the National Programme for the Localisation of the Oil Materials and Equipment Industry, the Minister of Industry and Minerals, Ahmed Abuhisa, received last Wednesday (15 October) at the Ministry’s Tripoli headquarters, the Head of the Military Industrialization Organisation (MIO), Brigadier General Mahmoud Al-Gutaiwi and his accompanying delegation.
The Ministry reported that the meeting also included representatives of private oil sector companies and several (unnamed) international agency owners from various regions of eastern, southern and western Libya, in the presence of Houssein El-Shtewi, the Chairman of the Committee for the Localisation of Oil Field Equipment (CLOFE) and the Technical Advisor to the Minister.
Manufacturing consumer spare parts samples needed by oil companies
The meeting was held to follow up on the outcomes of the visit of the delegation of the Ministry of Industry and private sector companies to the MIO’s ‘‘Factory 47’’, where the meeting dealt with the possibility of starting the implementation of manufacturing models for consumer spare parts needed by oil companies, in coordination with the National Oil Corporation.
Private sector ready to enter into partnerships
The Ministry reported that representatives of private oil sector companies expressed their desire as investors to enter into actual partnerships to start local manufacturing operations, provided that the NOC provides the required technical needs and specifications and ensures market stability and demand continuity.
Industrial localisation model for benefit of oil sector
In this regard, it was proposed that a joint meeting be held with the Chairman of the NOC to prepare for the next practical phase of building the industrial localisation model for the benefit of the oil sector.
Preparing comprehensive structure for localisation of several oil industries
During the meeting, they also discussed the preparation of a comprehensive structure for the localisation of several oil industries within the factories of the Military Industrialisation Organisation in cooperation with the Ministry of Industry and Minerals, due to the Authority’s huge technical capabilities and qualified infrastructure capable of contributing to the development of national industries and achieving self-sufficiency in the field of manufacturing oil materials and equipment, in addition to the qualified technical cadres and advanced production facilities of the industrial companies.
Making steady progress
The Minister stressed that the Ministry of Industry and Minerals is steadily moving forward in achieving its national vision aimed at supporting local manufacturing, pointing out that the Ministry has achieved tangible successes in the field of industrial investment during the past period, which is beginning to see the light of day through real national partnerships with state institutions and the private sector.
Enabling implementation of ‘‘Made in Libya’’ slogan
The Minister also stressed that the Ministry is ready to provide all the required facilities to local investors and owners of international agencies, in order to enhance the industrial work environment and enable the private sector to actively contribute to the implementation of the slogan “Made in Libya”, and transform it from a vision to a reality that contributes to achieving sustainable economic development.
MIO’s factories have ability to manufacture to specifications
For his part, Brigadier General Mahmoud Al-Gutaiwi, Director of the MIO, confirmed that it welcomes this national step and puts all its technical and technical capabilities at the disposal of the Ministry of Industry and Minerals, explaining that the MIO’s factories have the ability to manufacture many oil equipment and needs according to the specifications applicable in the oil sector, which represents a real starting point towards an integrated Libyan industry.
Private oil companies and owners of international agencies express desire to participate
According to the Ministry, representatives of private oil companies and owners of ”international agencies” at the meeting also expressed their full desire to invest and participate in local manufacturing projects, stressing their support for the Ministry in its national programmes to localise oil industries and benefit from local capabilities in the fields of production and development.
Co-ordinating with NOC, matching manufacturing capabilities with sector requirements
At the end of the meeting, it was agreed to coordinate with the National Oil Corporation to prepare an integrated programme that includes identifying the requirements of oil companies and matching them with the capabilities of the factories of the MIO, in accordance with the technical specifications applicable in the oil sector, in order to enable the identification of products that are immediately implementable and put them into practice in the next stage, in support of the State’s efforts to build a solid national industrial base.
