In his report to the Security Council on Libya, the UN Secretary-General António Guterres said an agreement on a unified Libyan budget with strong oversight mechanisms is very important .
He said the decision to end the crude oil-for-fuel barter mechanism is an important step in the fight against corruption .
Guterres reiterated his call to the members of Libya’s High State Council to meet and reunify the Council so that it can play the role of building the political process
The Secretary-General said Osama Njeim’s release and return (by Italy) to Libya, against whom an ICC arrest warrant has been issued, highlights challenges to justice for serious human rights violations.
He called on the Libyan authorities to expand the access of UNSMIL and human rights organisations to all places of detention of people arbitrarily detained for long periods.
