London, 8 July 2021:

The head of the House of Representatives, Ageela Saleh, met yesterday in his office in the city of Al-Gubba UNSMIL head Jan Kubis, where the HoR reported they discussed developments of the Libyan political process.

The HoR reported that Saleh confirmed that the HoR had begun preparing the law to elect the president directly by the Libyan people, in addition to distributing electoral districts across the country to meet the electoral entitlement on time.

He also assured the UN envoy that the HoR fulfilled its pledges, calling on all parties to work to fulfil their commitments, including the entitlement to appoint leadership positions to Sovereign Positions.

They both stressed the necessity of holding the elections on their set time of the 24 December 2021.

A delay in the political process?

It will be recalled that the Libyan Political Dialogue Forum (LPDF) meeting in Switzerland between 28 June to 2 July failed to agree on a constitutional basis for holding the 24 December elections.

Several members are insistent – as prescribed by the operational temporary constitution/Road Map – on holding the referendum on the draft constitution prior to holding an election.

Equally, the HoR claims that the High State Council is delaying the appointment of Sovereign Positions – another delayed part of the political process.

On the other hand, the HoR has itself failed to approve the much delayed and redrafted 2021 budget which is needed to finance the holding of the elections.
