Tripoli has seen its first high-powered international gathering in more than two and a half years as diplomats met in the Planning Ministry and agreed to draw up plans by the end of November to restore basic services and kickstart economic recovery.
GNA planning minister-designate Taher Al-Jehaimi hosted this first meeting of the Joint Technical Coordination Committee which includes Germany, Italy, Spain, Turkey, UK, US, UNICEF and UNSMIL.
UNSMIL reported afterwards that further talks were slated for issues such as migration and governance.
The JTCC is the technical body charged with working out what international aid is needed and how it can be made to work. Above it is the Senior Policy Committee which is designed to work directly with the Presidency Council and ensure that Libya keeps “ownership” of the assistance being brought together. The SPC is also due to meet in Tripoli next month, hosted by PC chairman Faiez Serraj.
Jehaimi said that today’s meeting showed “that we are normalising the presence of the international community in our capital”. He said that the JTCC was a positive step that showed the outside world’s commitment to continued support for Libya and the Government of National Accord.
