The House of Representatives (HoR) held a consultation meeting in Tobruk today as it failed to secure a quorum. The HoR official spokesman reported that 94 members had attended the session chaired by HoR president Ageela Saleh.
The meeting was reported to have discussed a number of issues including the difficulties faced by Libyan citizens such as general shortages, power cuts and cash shortages at banks.
The spokesman reported that the meeting also discussed what exactly constitutes a legal quorum for the HoR and discussed the need to take a final decision on the issue of the HoR’s legal quorum. Another HoR meeting is planned for tomorrow.
It will be recalled that the eastern-based HoR has failed since January, by accident or by design, to hold a session with a quorum in order to vote on the Tripoli-based Faiez Serraj-led Government of National Accord (GNA).
The GNA is the only internationally recognized government of Libya, but the HoR is the only internationally recognized Libyan parliament. Under the UN recognized Libya Political Agreement signed in Morocco in December 2015, the GNA must be approved by the HoR.
