Khalifa Ghwell, who continues to insist that he is Libya’s . . .[restrict]only legitimate prime minister, has threatened to sue government officials who work with the ministers appointed by the Presidency Council led by Faiez Serraj.
In a letter signed by him dated on 16 May and referring to the decision by the PC to activate the Government of National Accord, he said that his cabinet would sue anyone who cooperated with it.
Ghwell, who continues to hold meetings of his cabinet in Tripoli, stated that the Presidency Council was not legal since it had no approval from Libya’s legislative authorities.
He was presumably referring to the now firmly defunct General National Congress which appointed him prime minister last year. However, the internationally-recognised House of Representatives has also still not legitimised the Presidency Council by adopting the Libyan Political Agreement into Libyan law.
Despite Ghwell’s threat, it is unlikely that he would be able to put in into effect. Without any military force to intimidate the courts, it is doubtful if any would even agree to look at his complaint.
The Presidency Council agreed to activate the Government of National Accord on Saturday, although the announcement was only made public yesterday.
