Tripoli, 13 October 2015:

The head of the Tripoli “government”, Khalifa Ghwell, was in Chechniya yesterday for talks with the . . .[restrict]president of the federal republic in Russia, Ramzan Kadyrov.

He was accompanied by a senior delegation including his special advisor Mahmoud Hamouda, his industry minister Muftah Ali Al-Fegi, Under-Secretary of State for Political Affairs at the foreign ministry Ali Faraj Klais and foreign ministry adviser Abdullah Almaghrawi.

The visit follows that of Kadyrov’s cousin, Adam Delimkhanov, to Tripoli last week.

Ghwell was welcomed at Grozny airport by Delimkhanov who then introduced him to Kadyrov.

The aim of the meeting and of Delimkhanov ‘s Libya visit, according to the Tripoli administration, is to develop cooperation between Libya and Chechnya.

Delimkhanov is a member of the Russian Duma (parliament) and was elected as a member President Putin’s United Russia party. The controversial Kadyrov administration in Grozny was also installed by Moscow and faithfully toes the Kremlin line. However, Moscow has strongly supported the House of Representatives in Tobruk and there are suggestions that Chechnya is now pursuing an independent foreign policy in relation to Libya. [/restrict]
