Tripoli, 27 November 2015:

Nuri Abu Sahmain, the president of the General National Congress (GNC), has again refused any contact . . .[restrict]with UNSMIL until he has an answer from the UN Secretary General Ban Ki-moon about the conduct of former special envoy Bernardino Leon and his new job working for the UAE.

He is also said to want an apology as well as a hand-written promise from Leon’s successor, Martin Kobler, to be impartial.

In a letter seen by the Libya Herald, the head of Abu Sahmain’s office, Mohamed Yusuf Ageel, says once the UN Secretary General answers the demand there will be cooperation.

The letter is said to be in reply to one sent to Abu Sahmain by General Paolo Serra, Kobler’s military adviser, requesting the GNC president organise meetings for him with the Tripoli government’s foreign, defence and interior ministers as well as its chief of staff, Major-General Abdussalam Jadallah Obeidi.

“It’s another delaying tactic by Abu Sahmain,” said one European ambassador adding that “he will do anything to prevent the unity government happening”.

The authenticity of the Serra letter, also seen by this newspaper has not been confirmed.
