UN Special Envoy has announced a deal on the amended Dialogue Draft between the House . . .[restrict]of Representatives (HoR) delegation to the Libya Dialogue talks in Skhirat and a number of HoR boycotters . He claims it “the most important good news that our dialogue has produced so far”.
Under the agreement, the boycotters are to rejoin the HoR, although it is not known when.
Speaking at a press conference in Skhirat, Morocco, today, he said that the Dialogue delegates still had to reach a final agreement on the accord but that the team from the General National Congress (GNC) in Tripoli were due to return today and that it was hoped that the deal could be done by 20 September.
Despite Leon’s enthusiasm and his talk of an “historic day”, the extent of HoR support for the amended Draft remains far from clear.
On Tuesday, it announced its rejection of it, calling back its delegates at Skhirat for consultations. Two returned to Tobruk, Sadiq Mohamed and Saleh Huma. The other two, Deputy HoR President Emhemed Shouaib and Abubakr Baera, remained.
It was these latter two who have reached a deal with the boycotters on the agreement. Shouaib is now reported to be going back to Tobruk to sell it to the rest of the HoR who are expected to debate the issue on Sunday.
It is uncertain, though, what actually happens next. The Draft has to be approved by the HoR. It is not clear whether Leon now expects that vote to include the boycotters. If the HoR in Tobruk approves it without them, there will not be a problem. But if it rejects it, he may decide that the boycotters’ voices, as members of the HoR, have to be taken into account.
Either way it is difficult to see the agreement being finalised by Sunday. [/restrict]
