Tripoli, 25 June 2015:

The Rada (Deterrence) Force run by Abdul Rauf Kara is reported to have killed an . . .[restrict]kidnapper in a downtown Tripoli shootout today. According to the Tripoli offices of the Libyan news agency LANA, the shootout occurred when the Rada forces raided a building where alleged kidnapper Haitham Al-Jerbi was holding his latest victim, his fourth according to the Tripoli Interior Ministry. It said that Jerbi was demanding quarter of a million dinars for the victim. The unnamed man is  said to have been freed in the raid.

There are conflicting reports about how much Jerbi had supposedly earned from the earlier kidnappings. One report puts the figure at LD 1.4 million dinars; another at half a million.

Two days ago, Rada said that it had had enough of the growing wave of crime in the capital and, as a lesson to others, would be administering “on the spot” justice to those involved in kidnapping and extortion rather than arresting them. This has been taken to mean summary executions. [/restrict]
