The Tripoli-based Joint Operations Room (JOR) which mainly comprises Libya Dawn militias, is reported to . . .[restrict]have accepted a ceasefire and join the UN-brokered peace talks “in the interests of Libya”. It is also said to have accepted that there could be no military solution to the Libyan crisis, that it had to be solved by political means.
The JOR is officially under the control of the Major-General Abdussalam Obeidi, the Chief of Staff sacked during the summer by the House of Representatives last summer but still accepted by Libya Dawn and the continuing General National Congress. He set up the JOR last December.
The announcement, said to have been made at a JOR meeting today in Zuwara with UNMSMIL representatives, follows the decision earlier this week by the House of Representatives to pull out of the dialogue following the Guba bombings.
It is widely seen as a bid to gain support from the UN and the international community in general.
So too was today’s invitation from Congress to UNSMIL head Bernardino Leon for talks in Tripoli on his decision to postpone the dialogue. Earlier, he had reportedly refused to go to Tobruk because of concerns that it was about to appoint Major-General Khalifa Hafter as supreme commander of the Libyan army. It is said that he believes such an appointment will destroy all attempts by the UN to broker a lasting peace in Libya. [/restrict]
