Tunis, 6 March 2015:

Speaking at the Mobile World Congress (GSMA) in Barcelona held between 2-5 March, LPTIC Board . . .[restrict]Consultant Hatem Elmangoush outlined the five-point plan for the telecommunication sector in Libya.

The Libyan Post Telecommunications and Information Company (LPTIC) is Libya’s dominant state holding company controlling eight telecoms subsidiaries, including the Libyana and Madar mobile operating companies.

The holding company says that it employs more than 16,000 employees that provide services for more than 12 million mobile, landline and internet customers.

Elmangoush said that the LPTIC is preparing a National Emergency Telecommunications Plan (NETP). ‘’We are now preparing a framework to deal with crises and emergencies in the telecommunications sector in Libya’’, he said outlining the first pillar of the sector plan.

”The second main pillar of development and expansion is the completion of the Next Generation Broadband Network (NGBN) which is the connection of over 180 towns and cities across Libya through a 12,500 km fiber optic cable network”.

The marine optic cable linking Tripoli to Benghazi through Misrata and Ajdabya is the third main project planned in the sector explained Elmangoush, adding that the cable would offer flexibility and an alternative route for telecommunications between the west and east of the city.

The fourth LPTIC plan is to implement the HSPA plus (HSPA+) or High Speed Packet Access to improve internet access to Libyana and al-Madar mobile customers in Libya.

HSPA+ is a mobile protocol that allows mobiles to achieve higher up and downlinks extending and improving the performance of existing 3rd generation mobile telecommunications networks.

Finally, Elmangoush said that the LPTIC plans to establish a ‘’Communications Academy’’ in Libya to enable training and the transfer of knowledge in the sector within Libya.

It is worth recalling that most of these projects are in progress and were reported by Libya Herald in its coverage of an LPTIC conference in Tripoli back in January 2014. [/restrict]
