“There is no state built by gangs and criminality, it’s built by engineers, youth, consultants, security, police and army”: Aldabaiba

Tripoli based Libyan Prime Minister Abd Alhamid Aldabaiba said “There is no state built by gangs and criminality, the state is built by engineers, young people and consultants, security, police and army.”

‘‘We will continue (the Power Station and state building) with Gods help the project together.’’

Aldabaiba was speaking during an inspection tour of the Tripoli South Power Station project last Saturday (21 June) which is having its generation capacity expanded to meet increased power consumption.

‎The Aldabaiba government describes this projects as ‘‘one of the most important strategic projects in (Libya’s) the energy sector’’ and says it ‘‘represents a key pillar in the government’s plan to secure sustainable sources of electricity and stabilize the electricity supply’’‎‎.‎

‎The project is implemented by the consortium of the Turkish Galik Company for Energy, Trade and Industry Joint-Stock Company, under the supervision of a consortium of consultants from HILL International, ASESCO, and includes four Siemens SGT5-4000F gas turbines, with a total production capacity of 1300 MW, and relies on natural gas as the primary fuel.‎

‎The Prime Minister pointed out that the government has provided full support to the project in terms of budgets and supplies, explaining that the expected operating date of the first production unit will be in 2026, calling on the implementing authorities to adhere to schedules and overcome any possible delays, especially with regard to providing fuel supplies and enhancing the capacity of the electric transmission network.‎

‎Aldabaiba stressed that the completion of the project on time will contribute to raising the generating capacity effectively, and reduce the burden on the public network, especially during peak periods.‎

Analysis: Ending militia rule
Aldabaiba’s quote continues his recent theme and efforts of attempting to impose a monopoly by the state on the use of force in the capital Tripoli.

By saying “There is no state built by gangs and criminality’’ Aldabaiba is attempting to contrast the work of criminality and misappropriation or embezzlement of public funds by militias with the development projects his government is implementing.

Personal and local interest v state interest
He hopes any sections of the public that support their local militias against the state, such as Libyans in the eastern Tripoli suburb of Sug Il Juma that support Abdelrauf Kara’s Special Deterrence Force (SDF / RADA) militia or the militias in Zawia, would see the bigger picture of building a state.

And by saying “There is no state built by gangs and criminality, the state is built by engineers, young people and consultants, security, police and army.”, Aldabaiba is on the one hand encouraging youth away from militias to seek ethical jobs and professions or to security jobs in the regular police and army.
