Pro LPA HoR members call for recreation of Presidency Council through 2+1 formula

Frankfurt, 29 August 2018:

Eighty-five House of Representative (HoR) members called yesterday for the recreation of the Presidency Council currently headed by Faiez Serraj.

In what amounted to the withdraw of confidence in the Faiez Serraj-led Presidential Council, the 85 members, who crucially were previously considered as supporters of the Libyan Political Agreement (LPA) and its resultant Presidency Council and Government of National Accord (PC/GNA), said that the PC/GNA in its current state no longer represented the understanding of Libyan national accord.

They stated that the PC/GNA had failed on a multiplicity of security, political and economic fronts, including the failure to unite the country.

They therefore called for the reformation of the PC in the shape of the ‘‘2+1’’ formula, of two PC members and its president representing the three historical regions of Libya, and a prime minister. They called on this new PC to form one new unity government approved by the HoR.

The statement by the previously pro-Faiez Serraj PC/GNA was also followed by a statement by the eastern bloc of Cyrenaica (Barqa) HoR members who supported the recreation of the current PC. Although, unlike the former statement, the later did not name the members who had signed the statement, together the two statements could account for nearly 120 members – which would be the needed quorum for successful action within the HoR.

It will be recalled that the HoR has refused to grant confidence to two Governments of National Accord proposed by the President of the Presidential Council, Faiez Serraj. Serraj and his PC have, nevertheless, adopted a decision to authorize ‘‘designated’’ ministers to conduct government in western Libya without the confidence of the HoR.
