The Minister of Economy and Trade issued Decree No. (465) of 2026 yesterday on the mandatory registration of importers and exporters in the Unified Digital System for Trade (PTS), within the framework of regulating and developing foreign trade procedures, import and export.
The decision stipulates that importers, exporters, and foreign companies supplying goods to the Libyan market through Libyan companies are obliged to register in the system to obtain a proof of registration certificate and an electronic identification number (PTS Code), in accordance with the approved procedures and controls.
The Ministry allowed for a transition period for registration.

US$ 1 million threshold for foreign exporters to Libya
Registration becomes mandatory for foreign suppliers and exporters whose transactions or shipments supplied to Libya amount to US $1 million or more annually, based on the previous year and the cases specified in the resolution.
- As of 31 March 2027:
US$ 100,000 threshold for foreign exporters to Libya
The obligation extends to all foreign suppliers and exporters whose exports or shipments to Libya are worth US$ 100,000 or more per year.
The decision also stipulated that the Libya Trade Network will take over the electronic integration between the PTS system and the relevant digital systems, including the systems of banks, customs, ports, free zones, chambers of commerce and industry, and technical control centers on goods, in addition to the Commercial Verification and Advance Notification System for Shipment (TCN-ACI), which contributes to accelerating verification procedures, completing transactions and facilitating the movement of foreign trade.
The decision stressed the need for the relevant public and private entities to adhere to its provisions, each in its own regard, in order to support the regulation of import and export operations and the shift towards more efficient and digitized trade procedures.
