Second Deputy HoR Speaker Duma denies having chaired an HoR session during which the new tax law was passed

The Second Deputy Speaker of the House of Representatives (HoR), Misbah Duma, has refuted the statement by the Speaker of the HoR, Ageela Saleh, that he had chaired an HoR session during which the new controversial tax law was enacted.

Duma stated: “What was mentioned in Speaker Aguila Saleh’s statement regarding imposing a tax on certain goods has no sound legal basis. The last session I chaired did not result in any new decisions. A proposal to subject certain goods to taxation was presented, but no official decision was issued to adopt it, as is documented in the session minutes.”

Douma added: “We clearly affirm that no fee, tax, or financial obligation may be imposed on citizens except by a valid law issued by the House of Representatives in accordance with its constitutional procedures. Any actions based on individual correspondence do not constitute a legislative decision. Furthermore, the matter is still under review by the Legislative Committee, and no effective law has been issued regarding it.

Protecting citizens from illegal burdens, preserving the legislative powers of the House, and upholding the principle that everyone is subject to the rule of law are fundamental principles that cannot be violated or misinterpreted.”
