The UN Libya published its Financing Landscape Analysis (FLA) 2025 yesterday, providing a comprehensive assessment of Libya’s evolving public finances, development funding, and investment environment. The report highlights the country’s continued dependence on hydrocarbons, while pointing to limited fiscal space for development due to high wage and subsidy expenditures.
The analysis shows growing needs for diversified revenue sources, strengthened public financial management, improved investment climate, and expanded access to global vertical funds. It further examines trends in foreign direct investment, official development assistance, and opportunities to leverage innovative financing, including Islamic finance, to support Libya’s long-term development.
The FLA serves as a strategic reference for government counterparts, development partners, and the UN system to guide dialogue and align financial flows with national priorities and the Sustainable Development Goals (SDGs).
