e-payment use rises sharply to October 2025 – part of CBL effort to lure Libyans away from cash use

According to the latest CBL monthly statistical bulleting covering 1 January to 31 October 2025, the number of Point of Sale (PoS) machines reached 141, 449 machines. This is up by 85 percent, or by 65,093 machines from the 76,356 in operation in all of 2024.

The CBL data for the period also showed that:

  • PoS transactions reached 22.1 billion dinars.
  • Instant transfers totalled 43.2 billion dinars.
  • Mobile application transactions recorded 209.6 million dinars.
  • Electronic wallet transactions reached 73.5 million dinars.

It will be recalled that the CBL is conducting a major drive to instil the culture of e-payments in Libya, away from the dominant cash culture that is contributing to the country’s acute cash crisis. It has reduced the commercial banks’ commission on the use of e-payments and launched certificates of deposit in an attempt to soak up the hoarded cash stored by citizens at home.

This comes as part of the CBL’s wider policy drive to reduce money laundering, reduce the grey economy and tax evasion, reduce demand for the US dollar in the black-market and strengthen the Libyan dinar.
