The Public Prosecution’s Office announced Thursday that it had ordered the pretrial arrest of the Financial Controller at Libya’s embassy in South Africa. It had also issued an arrest warrant for the head of mission there and his predecessor.

They are all accused of defrauding the Libyan state of ‘‘tens of thousands’’.
