Libya’s parliament, the House of Representatives (HoR), yesterday voted by a majority of those attending to return the draft budget law to the Abd Alhamid Aldabaiba government for amendment.
The HoR sent numerous observations as well as a 16-page and 31-point report by the Finance Committee detailing their objections to the budget.
The main thrust of the objections is that the government only has 9 months in office and the budget it presented is too big in view of Libya’s projected revenues and the ability to spend it effectively.
The report called on the government to concentrate on restarting stalled projects prior to starting new projects and to seek alternative state revenues including opening up to the private sector.
It also cut spending on overseas healthcare and scholarships.
The government was granted 10 days to return a redrafted budget to the HoR for approval.
