The Governor of the Beida-based Central Bank of Libya (CBL), Ali Hibri, has received an official invitation for a meeting from the Presidency Council (PC)/ Government of National Accord (GNA) in Tripoli.
The invitation whilst not conferring explicit recognition, gives some sort of implicit recognition of the CBL in the east. The publicised letter of invitation was signed by Prime Minister designate Faiez Serraj.
It will be recalled that the PC/GNA have already met with the Governor of the Tripoli-based CBL.
It will be recalled that the UN-brokered Libyan Political Agreement (LPA) signed in Skhirat, Morocco on 17th December 2015 stipulates that the PC/GNA has the power to appoint all main positions such as the Governor of the CBL, the heads of the NOC and LIA as well as the contentious Chief of Staffs/Commander in Chief.
It will also be recalled that in numerous public pronouncements the international community has stressed the need for unified sovereign state institutions, clearly opposing the idea of their duplication. With this in mind, it is to be expected that the PC/GNA will have to make a choice and appoint just one head of a unified CBL, NOC, LIA, LAP, Audit Bureau etc. [/restrict]
